I haven't read/watched a lot of Dragon Ball, but Toriyama's alien designs in general have always been a little on the down side for me as far as alien designs themselves go - they mostly look more like dressed up supervillians! - but their design is a really good reflection of how they're characterized, so I don't really mind. It's not like the designs themselves are bad, also. Frieza et al is about the only one that looks like a real alien, and he keeps up the characterization well, so I think he has one of the best designs of the franchise.
It took me forever to realize that the name is supposed to be like Freezer...
